Objectives

- Equip the Army in accordance with the Army Campaign Plan to support the Global War on Terror and Transformation of the Army.
- Provide fully equipped forces through translation of Army materiel requirements into programs synchronized across DOTML-PF, programming and budgeting materiel solutions, and synchronizing the equipping of the current and future force.
- Integrate HQDA staff and Army commands during the Joint Defense Capabilities Process (Strategic Planning Guidance, Enhanced Planning Process and the Joint Programming Guidance). Coordinate all matters to be considered by the JROC and support VCSA's execution of JROC responsibilities.
- Manage efforts to reset the Army for the current and next fight.
- Assess Army essential needs and lead the building of the Program Objective Memorandum (POM) to fully funds those needs. Develop and defend the Army Program, Future Years Defense Program (FYDP), and provide program analysis and evaluation to HQDA. Manage programming phase of the Army PPBE process to facilitate development of the Army Program and the transition to an Army budget estimate.
- Provide oversight of Army-sponsored analytic support and studies requested by Army organizations and Combatant Commanders using in-house, contractor, and Federally Funded Research and Development Center (FFRDC) resources. Integrate and coordinate Army Study Program, Mitre and RAND Arroyo Center Program. Deliver quality analyses of Army forces and systems to Headquarters, Department of the Army and Army Component Commands through the Center for Army Analysis.
- Implement QDR 06 direction, and prepare for QDR 10.
- Communicate the resourcing strategy to OSD, the Joint Staff, Combatant Commands, other Services, and external agencies to gain support for Army priorities. Reach out to Congress, Military Leadership, Strategic Leaders of this Country and the public regarding Army resourcing.
- Develop the ongoing organizational structure, goals, incentives and performance metrics to sustain Lean Six Sigma (LSS) deployment. Assist Army Business Transformation by using G-8's visibility of Army value chains to identify high impact areas of opportunity for Army-wide improvement efforts.
- Care for our people by balancing the workload, establishing improved business practices, and providing for the development of its personnel. Maintain the highest qualified work force feasible.
