The Army QDR Office leads, integrates, and synchronizes the actions of the Army Secretariat, Army Staff, and subordinate commands in the conduct of congressionally-directed, OSD-led Quadrennial Roles and Missions and Defense Reviews. The Army QDR Office leads the Army Secretariat and Army Staff in support of OSD development of Guidance for Development of the Force, which provides strategic planning guidance to DOD Components for development of the Defense Program. The Army QDR Office leads, integrates, and synchronizes the actions of the Army Staff in the conduct of Joint Staff-led Operational Availability Studies to assess future defense capabilities and capacity to execute the defense strategy.
QDR Objectives
The QDR Objectives are to:
- Act as the Army lead for the Quadrennial Defense Review (QDR)
- Act as the Army lead for the Quadrennial Roles & Missions (QRM) Review
- Act as the Army lead for the Guidance of the Development of the Force
- Act as the Army lead for Operational Availability Study
- Coordinate studies and strategic reviews
- Coordinate Senior Leaders preparation for the Deputy's Advisory Working Group (DAWG) and the Senior Level Review Group (SLRG)
- Prepare /recommend issues via the Council of Colonels for the QDR Panel Leader and QDR 3-Star meetings

QDR Past Year's Major Accomplishments
- Led Army through Phase I of QDR 2010
- Led the Army effort in the completion of the 2008 Quadrennial Roles & Missions Review and the development of the seven key issue teams
- Completed of the Joint Staff’s 2008 Operational Availability Study (OA 08)
- Publication and initial implementation of the Guidance for the Development of the Force and update 11-15
- Army lead for update of DoD Directive 5100.01
QDR Way Ahead
- Lead the Army effort in the analysis, planning, and execution of QDR 2010
- Continue to implement the 2008 Quadrennial Roles and Missions Review's guidance and directives
- Support the Joint Staff's 2010 Operational Availability Study
- Assist the G-8 and Army Senior Leaders to influence the DoD in determining the resource allocation necessary for the future defense of the nation.
